ABOUT
Dr. Pratyush Kumar has joined CNLU Patna in January 2026 as a Professor of Law. He has more than fifteen years of experience in legal academia including teaching and research in some of the most prestigious institutions in India, Italy, USA and Germany. He held the prestigious Humboldt Stiftung Post-Doctoral Fellowship (2022-2025) in law at Goethe University, Frankfurt am Main, Germany where his host is the eminent sociologist of law, Prof. Dr. jur. Dr. h.c.mult. Gunther Teubner. Pratyush Kumar is PhD in Public and Comparative Law from University of Eastern Piedmont, Alessandria, Italy (2018-2021); he taught LLB and LLM students at National Law University Delhi (2012-2017), Amity Law School (2012) and KIIT Law School (2011-2012); he is LLM in International and Comparative Law from George Washington University, Washington DC, USA (2009-2010); BA, LLB (Cons. Gov. I presented my on-going thesis “Colours for Constitutions”, which was then discussed by the delegates present.
- Conference in Florence on Bioethics and End of Life Legislations in Florence, Italy from 25th June, 2018 to 27th June, 2018.
This conference focussed on end of life legislations and the ethical issues surrounding it in Italy, France, Germany, India, U.K. and Mauritius as a second edition of “Interactions Between Law and Culture between India and Europe” (the first being held in Delhi in February, 2017). I made a presentation on the philosophical and cultural underpinnings of end of life legislation in India and the recent Supreme Court decision (Common Cause v. Union of India, 2018) which has legalised passive euthanasia in India.
- Conference in Alessandria (February 9, 2018) at UNIUPO on Local Autonomies. I presented on Indian federalism and constitutional dynamics. A suggestion to write on National Capital Region/Delhi/New Delhi as a unique form of local/regional administration for the university journal came out (and possible comparisons with Rome as the national capital of Italy). There is a dearth of academic literature on the subject and the issue of the statehood of Delhi and the legal power and responsibilities that come with it is a bone of contention between the present government in Delhi and the Government of India.
- Two-day conference in Alessandria at UNIUPO in January 2018 on Santi Romano. Based on these discussions at the round table where I took part and the recent translation of ‘The Legal Order’, I have written an article titled ‘Interpreting Aspects of Santi Romano’s Institutional and Pluralistic Theory of Law in India’ applying Santi Romano’s institutional theory of law and plurality of legal orders to the Indian condition. It is being published in the forthcoming issue of the Indian Journal of Public Administration/SAGE (being published in two parts, in volumes 68 (1) and 68 (2) of the journal).
- Presented a paper titled, “‘Religious’ Colours and Symbols of a ‘Secular’ Constitution: India from Colonial to Post-Colonial Times”, at an International Winter University (with participants and scholars from India, Germany and France) held in February (20-26), 2017 at National Law University Delhi, India on “Law and Culture”.
